"Mr President, I am pleased to support the report on pre-commercial procurement as it greatly minimises the risk of investing in innovation. This aspect is particularly important at a time of recession. The success of pre-commercial procurement will enable public institutions to collaborate in developing new products in order to improve the quality of public services. We believe that this will increase the interest of SMEs in proposing innovative solutions for improving the quality of public transport, healthcare, reducing energy consumption in public buildings and protecting citizens from security threats without having to intrude upon their privacy. This new approach will help Europe’s public sector to tackle fundamental public tasks without state aid while, at the same time, increasing the innovative potential of European firms. With this report, we have given the European Commission a powerful signal to hurry up and make some specific legislative changes."@en1
