lpv:spoken text	"The Catania report on the situation of fundamental rights in the European Union in the years 2004-2008 stresses the need to protect the rights of minorities, to fight all discrimination against all vulnerable categories. I welcome this report which includes important elements drawn from Written Declaration 111 on ending street homelessness, which was adopted by the European Parliament in April 2008. I particularly welcome the report's call for the introduction of winter emergency plans for the homeless, for a framework definition of homelessness and for the gathering of reliable statistical data on homelessness across the EU. Ending street homelessness is a fundamental issue in the European Union. This report is an additional step towards pushing the European Council, Commission and Member States to act on homelessness. Finally, the Treaty of Lisbon will not advance the situation concerning fundamental rights in the EU. Support for this report does not imply support for that Treaty. In fact, the European Parliament's refusal to respect the Irish No vote runs contrary to the spirit of the Charter."@en1
