"Mr President, some people like to say that the European Union sometimes operates inefficiently, but this document is a good example of how, when needed, we can act very rapidly given the short time framework during which we reached an agreement.
I just want to say that this agreement sends a very important signal to the citizens of the European Union that we are able to react to their needs. Another very important point is that, though we are very different, we are still able to reach an agreement on major issues such as the amount of deposit guarantees, the pay out period and other subjects important to ordinary citizens. This compromise may not be perfect, but it is nevertheless a good proof that we can act together."@en1
