"Mr President, carbon capture and storage is only one small cog in the overall climate package. But little cogs and little wheels have their significance too. That is why it is so important that we and the European Union clear the way for the construction and establishment of demonstration projects, because a whole new industry, a transitional technology for storing CO can be developed without minimising major efforts elsewhere. There are three major demonstration projects in the world which have other targets, that is to say, to accelerate oil and gas production. However, we need our European demonstration plants because we are responsible for mines, for technology, but also for the regulatory framework for the time after the closure of mines, which we must then set in motion in Europe. We have problems with financing, at least that is what is said. I do not believe these should be genuine problems. We put – and the figure stands – EUR 1 800 billion into the financial umbrella for companies and banks and for injection into businesses. 1 800 billion – and we do not have 10 billion or 5 billion to try out new technologies which might be of worldwide significance. I have just come back from China. Here we talked about CCS technology, with China producing 60% of its energy from coal in future. South Africa, America, USA and Russia all need these technologies, and in Europe we fail to get these technologies off the ground. I think that we and the Council should make an effort to get funds via whichever instrument we can, be it ETS or others, so that we can blaze a global trail in precisely this technology."@en1
