"Mr President, I should like to thank the Court of Auditors for its report and the Commissioner and his team for the work they are doing. This is such an important subject, because there are so many failing and failed states in different parts of the world – I will not list them as they are obvious – and that is where criminality flourishes and spreads to the rest of us. So we have to tackle these problems and I am satisfied that we are moving gradually in the right direction. I deeply regret that there is nobody present from the Council, because it is the Member States who are failing to do their job in this area. There is not a single person present, and we should try to correct that for next year. I want to say one word to the absent Mr Bloom from my country, who made a silly speech about ‘knobbly carrots’ or something and then walked out and did not have the courtesy to listen to the rest of the debate. If he were here, he would hear me remind him that one major British Government department dealing with pensions has failed to have its accounts approved for the last 14 years. So, we in Britain have nothing to be proud of either. One of the things that baffle me about the UK is that the British Government refuses to cooperate with OLAF, which seems to be completely nonsensical and needs correcting. I would love to have an answer from the British Government to that. My final point is addressed directly to you, Mr President: when we make recommendations about the committees for the new Parliament next year, I think we should consider seriously how to strengthen the Committee on Budgetary Control – give it extra powers and responsibilities, so that we continue to work very hard on this problem."@en1
