lpv:translated text	". The CAP ‘health check’ is an extensive and important area. Whether we like it or not, we indicate the course which agricultural policy should take after 2013. Allow me to mention two aspects in this respect. Decoupled support allows for more market-oriented, and therefore more competitive and more innovative agriculture, but we should not veer the other way to a fully liberalised agricultural market. We should not throw away the umbrella the minute the sun appears. Intervention mechanisms, insurance cover and so on should be organised in such a way as not to distort the market, and should, at the same time, be a real safety net. The proposals to channel considerable amounts to the second pillar via modulation do not receive my support. It appears that the funds in the first pillar are spent more wisely than the rural development funds. Moreover, I foresee all kinds of cofinancing problems in relation to a level playing field."@en1
