". Continuing to reform the common agricultural policy (CAP) is important for allowing Europe to maintain its leading role in this sector. This, of course, should not be at the cost of producers or the end consumer. It is a well-known fact that the European Union has turned from an exporter to an importer of agricultural produce. This shows that the outcome of today’s debate needs to be a balanced one, so that we can be sure that the interests of all citizens have been protected. I believe that a large proportion of the Commission’s proposals are beneficial to farmers in Bulgaria, particularly as mismanagement on the part of the Bulgarian Government in this sector and the abuses committed resulted in the failure to reach the results envisaged in the pre-accession mechanisms. For this reason in the past few months we have witnessed protests by agricultural producers, mainly dairy and cereal farmers. As a result, without jeopardising the full liberalisation of the market for dairy produce, it is important to provide security for those regions that are highly dependent on dairy farming for their livelihoods. In Bulgaria, there are a large number of dairy farmers in alpine and other areas with specific difficulties. For that reason I support the idea that more funding should be allocated for their development and a specialised fund for milk producers generated."@en1
