"Mr President, firstly I should like to congratulate Mr Capoulas Santos on his report. Mr Barnier, Mrs Fischer Boel, regardless of the schools of thought, which illustrate that each of you has a different approach to the common agricultural policy and its role in the development of the European Union, we have achieved the unachievable; in other words, you are generating a lack of trust and disappointment among both small-scale and large-scale producers. In other words, with the across-the-board cut, with the proposals for further cuts in the value of entitlements in a period in which the cost of production has risen, we have disappointed both large-scale dairy farms and small-scale producers in small and mountainous areas.
A proposal for tobacco in which the Commission is proposing a scandalous 50% reduction without any justification on the basis of the Treaty or even of the horizontal policies of the common agricultural policy does not inspire trust. Another distinction is the exemption of small farms of 10 hectares, which for Greece in particular means that the island areas will be excluded.
