"The Lisbon Treaty contains three main provisions of the amended Treaty on the functioning of the European Union which deal with administrative affairs: Article 197 on administrative cooperation, Article 298 on an open, efficient and independent European administration and Article 336 on the Staff Regulations.
Article 197 provides for the Union to take measures, excluding any harmonisation, to support the efforts of Member States to improve their capacity to implement Union law. Article 336 is amended to change the procedure for adopting the Institutions’ Staff Regulations to ordinary legislative procedure – that means normal codecision – currently, the Council acts by qualified majority vote on a proposal from the Commission, after consulting the other institution.
The new Article 298 requires the adoption of regulations ensuring an ‘open, efficient and independent European administration’, which is what we are already trying to do without waiting for the final entry into force of the Lisbon Treaty."@en1
