The report includes many important provisions, including those concerning the main contractor’s responsibility for irregularities on the part of subcontractors. The report also objects to the recent tendency on the part of the Court of Justice in interpreting the directive on the posting of workers. On the whole, then, the report is good, but we wish to make clear that we believe that taxation policy, and above all the choice of taxation level, is a matter for the Member States.
