"Mr President, poverty is a multi-faceted phenomenon. It is generally linked to unemployment, and in particular to long-term unemployment. That is why work is considered the best way of preventing poverty. Work is not the only way of preventing poverty, however, as illustrated by the many cases of poverty amongst working people. We should recall that 78 million individuals are threatened by poverty in the European Union. This represents 16% of the Union's citizens. All levels of public authority must join forces with the social partners, civil society organisations and individual citizens. Social policy and labour market policy need to be better organised and to become more efficient. Sustained and far-reaching efforts to combat poverty and social exclusion are needed. We should also remember that legislative social protection programmes should have a preventive role. They should serve to promote social cohesion and to facilitate social integration. One of the important points in the report concerns the elimination of child poverty. Particular attention should be paid to the cases of children being brought up by single parents, in large families or in immigrant families. Effective solutions are needed to prevent such people from becoming socially marginalised."@en1
