"Mr President, Commissioner, let me especially welcome Mrs Bachelot-Narquin. We have worked well together in the past and I hope that we shall do so in the future. Welcome to Parliament. Briefly to Mr Hökmark, this is not a domestic debate. I do not check my opinions with Mrs Svensson, I prefer to form my own. I welcome this directive for several reasons. We need clarification in legal terms. I think it is better than the draft that we had previously. There are considerable advantages, particularly for people who live in border areas, as I do myself. That said, I would also point out that it is important to link the arrangements to the various systems around Europe, in terms of organisation, financing and similar aspects. There is one aspect that we must pay particular attention to. That is equality. We know that there is prioritisation in healthcare, but it is important that people are all treated equally and that some should not be able to take precedence because of their resources, and it is important that we should be able to combine these two aspects in cross-border care. The question of prior approval is also important. That is something to which we must devote further discussion. The limit specified in the directive is not good. Inpatient care, outpatient care: it varies considerably from one country to another, and the pattern changes over time. We must find other criteria. I look forward to cooperation. In our committee we shall be dealing with the financing of social security systems, which forms part of this cooperation. I look forward to cooperation with the other committees on this matter."@en1
