"Question No 5 by Colm Burke () The High-Level forum on Aid Effectiveness in Accra, which is due to take place this September, presents a real opportunity for donors and partner governments to make further commitments that can be timetabled and monitored to make aid work better for the poor. How can the Council and Member States commit more ambitiously to the targets of the Paris Declaration of 2005? Can the Council and Member States guarantee that not only will governments attempt to improve the efficiency of aid delivery through this declaration, but that the effectiveness of aid – in terms of how it brings about real improvements in the lives of the poor – will also be addressed? Can the Council give an updated response to Parliament’s Resolution () on the follow-up to the Paris Declaration of 2005 on Aid Effectiveness? Now that we are at the halfway mark, how does the Council propose to make governments accountable for meeting their MDG commitments, given the fact that there has been a drop in EU aid figures from 0.41% of GNI in 2006 to 0.38% in 2007, a decrease of about 1.5 billion euros?"@en1
