"I believe that no EU budget programmes should be funded by my country under any actual or potential circumstances. The European External Action Service and all other aspects of the Lisbon Treaty are completely anathema to me. Therefore, whilst any delay to the funding of such programmes is welcome, I cannot support an amendment which accepts in principle that the EEAS, together with other new budget programmes contained in the Treaty, should indeed be funded at "such time as the Treaty is ratified by all 27 Member States". Whether ratification by all states is probable or not, it remains possible, I cannot condone an amendment which establishes certain circumstances under which the proposers will recognise as legitimate, in principle, the funding of the EEAS and other new budget programmes contained within the Lisbon Treaty."@en1
