"I wish to make three points in this discussion. First, the idea of decoupling payments for production is frequently repeated by the European Commission. It is an approach that obviously reduces Europe’s agricultural production. Commissioner Fischer Boel repeated the idea once again today, this time with reference to tobacco production. Second, we have to remember that tobacco growing, in both old and new Member States, takes place on small family farms in the most poorly developed regions. Liquidation of this production will reduce the possibilities for development in these regions and threaten the existence of small farms. Third and last, it is true that tobacco growing is controversial, but restricting it in Europe means a growth in tobacco exports from third countries. Mr Berlato has told us that tobacco imports reached EUR 1.2 billion last year. I hope the European Commission will take these warnings into account in defining its position."@en1
