"Mr President, Commissioner, Mr Berlato’s report deals with a combination of health and agricultural issues. Raising the level of funding from 5% to 6%, together with the proposed extension of the system to the years 2009-2012, considerably increases the resources assigned to the Fund − by as much as EUR 81 million. Many farmers and organisations fully support the proposed regulation. Both Polish and European tobacco producers expect the adoption of the report to result in the extended operation of the Community Tobacco Fund, which is essential for public health, and in maintenance of the tobacco production sector for Europe’s 100 000 tobacco growers. The proposed regulation makes it possible to maintain, without any additional budget expenditure, a system of subsidies that partly benefits the production of tobacco and thus avoids discrimination against tobacco growers compared with other agricultural sectors. It is essential, Commissioner, that we resume the very important debate on the future of tobacco production in Europe as from tomorrow, in connection with presentation of the health check."@en1
