"Mr President, Mrs Frassoni’s report highlights the somewhat cavalier attitude the Commission adopts, when it has power, in relation to the European Parliament. The rapporteur is right to remind the Commission of its duties and we support this attempt to restore a minimum of democratic scrutiny of the Commission’s activity.
It is doubtful, however, whether this will result in better application of this scrutiny in the future, if only because of the Commission’s secret desire to prevent Parliament from holding consultations on the measures it plans to implement.
We also regret that there is no mention of the fundamental problem, namely the extent of the Commission’s implementing powers, which resemble those of a genuine legislative and regulatory authority but entrusted to civil servants, and the democratic fraud that is the comitology procedure."@en1
