"The PPE-DE welcomes the report on the Green Paper on market-based instruments for environment and related policy purposes. We believe it contains many good and constructive elements that serve to emphasise the importance of MBIs in developing and implementing environmental policy. For this we reason we have voted in favour of the report. However, the PPE-DE would like to draw attention to the fact that it voted against the second part of paragraph 26, which calls on the Commission to put forward a legislative proposal for a Community minimum tax on CO before the end of 2008. We feel strongly that this goes against the principle of subsidiarity; it is up to the Member States to determine taxation policy. The PPE-DE would also emphasise that the concept is incompatible with the continued development of an efficient EU emissions trading system. The PPE-DE would further stress that while a separate vote was not requested on paragraph 42 of the report our opposition based on these same principles extends to the notion of an EU-wide kerosene tax and NOx emission charges."@en1
