"I voted for discharge to the Director of the European GNSS Supervisory Authority in respect of the implementation of the budget for the financial year 2006 on the basis of the report by Mr Martin recommending that Parliament should grant discharge.
The discharge process should be simplified and rationalised for satellite agencies, which have increased in number (from 8 in 2000 to 20 in 2006) and now represent a total budget of around EUR 1 billion. I support the call for the Commission to present a study every five years on the added value of each agency and not to hesitate to close agencies that are not useful.
Similarly, improvements are urgently needed to agencies’ internal audit procedures, and I welcome the possibility of having an inter-agency disciplinary board. Concerning the European Global Navigation Satellite System (GNSS) Supervisory Authority, it should be noted that from 1 January 2007 the Authority has been the owner of the tangible and intangible assets of the Galileo programme, which will be 100% publicly funded and must therefore be subject to particularly close scrutiny."@en1
