". − According to information provided by the Commission, 40% of the total EU fleet in terms of vessel tonnage operate on the high seas or in the waters of third countries. Likewise, vessels from other countries also fish in EU waters, notably under the terms of the so-called ‘northern agreements’. It is thus very important for the EU to have a clear system for authorising both types of activity. The legislative proposal and Parliament’s report are part of the EU’s efforts to ‘simplify’ the common fisheries policy (CFP) by laying down general rules and conditions for applying for, and issuing, licences to fish, both inside and outside EU waters. The Commission proposal clarifies the responsibilities of the Commission and Member States and specifies the reporting requirements of fishing activities. The amendments made by Parliament’s report make the document fairer in certain respects. An example of this is the greater flexibility introduced with regard to the eligibility criteria in Article 7. The Members of the Portuguese Social Democratic Party therefore support the Morillon report."@en1
