"This agreement provides for a total of 40 fishing licences to be allocated to EU Member State vessels – five of them to Portugal – for a period of six years from July 2007. Compared to the previous agreement, it represents a considerable reduction in fishing opportunities, but the agreement does provide for the possibility of increasing the catch. The parties agreed that the EC financial contribution will be allocated in full to the support of initiatives taken in the context of the sectoral fisheries policy drawn up by Côte d’Ivoire.
Shipowners benefiting from the agreement must employ at least 20% ACP nationals among the seamen signed on. The agreement provides for those seamen to be covered by the International Labour Organisation (ILO) Declaration on fundamental principles and rights at work. That declaration provides for mandatory freedom of association and the effective recognition of the right to collective bargaining, and the elimination of discrimination in respect of employment and occupation. The wages of the seamen will be fixed by mutual agreement between the shipowners and the seamen or their representatives, but may not be lower than the standards applied in their countries of origin, which might lead to a breach of the principle of ‘equal pay for equal work’."@en1
