I welcome the emphasis Mr Guellec has placed on balanced regional development. Not only must the gap between Member States be decreased but we must also reduce the gaps within Member States as well as the gaps between regions. We must ensure that increased resources are aimed at promoting regional development and tackling social exclusion.
