".
I wish to suggest that the Committee on Regional Development take initiatives and exert pressure for action enabling ability to be pooled in a European grouping of territorial cooperation with a view to bringing policies to light.
The new EGTCs will serve to enforce legislation in Member States, generate new dynamics in cross-border cooperation, and enable a higher degree of confidence and cooperation to be maintained beyond the limits of borders.
In my divided country a key role could be played by initiatives of this kind and other EU support schemes aimed at mitigating the adverse impact of partition on Ireland. I fully support the sound thinking behind cross-border cooperation, as this is a European ideal.
There is a great need for Ireland to explore every avenue for cross-border cooperation because our border areas are in poor counties and the level of development is low. We have spent a long time dawdling and making excuses. Member States have a duty to help border areas to implement the ECTC legislation as quickly as possible"@en1
