"Mr President, Commissioner, ladies and gentlemen, I am of the view that harking back to the past is helpful only if the future is used to put an end to the problems that the past has caused. This does not seem to be happening, however, because here, as is usual, the cut and thrust of politics means that everyone is taking the position that best suits them.
My view is that the only serious step we can take is to ask the Commissioner to insist that the real problem is finally resolved, i.e. the problem of separate collection, with instruments that enable it, rewards for those who carry it out and an extraordinary plan for the collection of board and other materials.
