"Mr President, preparations for the EU’s December summit in Brussels are taking place in a better atmosphere than was expected. That is obviously due to the approval of the Reform Treaty and the prospect of its untroubled adoption in Lisbon. The compromise reached in Poland –which consisted in maintaining the previous government’s line on the Charter of Fundamental Rights so as not to endanger the whole treaty – has played its part. It must be stressed, however, that the atmosphere created around the new treaty has exaggeratedly linked its adoption or non-adoption with the European Union’s chances of survival. Following enlargement in 2004 and the admission of Bulgaria and Romania – i.e. with 27 Member States – the Union functioned on the basis of the Treaty of Nice. That it was functioning effectively was proved by the adoption of the Financial Perspective for 2007-13. Admittedly, it was adopted with some difficulty, but agreement was reached about money, which seems to be the most difficult issue and is therefore a test of the usefulness of the existing institutional rules. Despite this and other agreements, an impression of crisis in the EU was created artificially. That in turn had repercussions in terms of the declining confidence of citizens in the European institutions and the advisability of further enlargement. This dangerous spiral, halted to some extent in the second half of 2007, should serve as a lesson and a warning for the future."@en1
