"There are only three countries in the world where all European Union Member States have diplomatic and consular representation, namely China, the United States and Russia. There is no representation whatsoever in certain popular tourist destinations. Pursuant to the Commission's initiative, every European citizen is entitled to diplomatic and consular protection from any other Member State with a representation in a third country on the same conditions as the citizens of that other Member State. This is only relevant, however, when the home Member State has no embassy or diplomatic representation in a third country. I am in favour of such a solution. Unfortunately, in view of the content of the second part of this motion for a resolution, I was obliged to vote against it. Mutual practical diplomatic and consular assistance in the broadest sense of the notion must not involve assuming the competences of any other Member State. Regrettably, that is what the motion for a resolution aims to achieve."@en1
