"I must congratulate Mrs Martens on this important report at a time when the EU is redefining its relationship with Africa, largely due to the emergence of China as a player in that continent. However, the EU-Africa relationship can only move forward if the dual-aspect approach of development and security is coherent, particularly with regard to human rights, democracy and good governance. Given the importance of the joint strategy and its associated action plan to be adopted at the EU-Africa Summit, I want to ask the Portuguese Presidency to duly inform the European Parliament about the progress made in the negotiation of these documents and their contents. This will be useful for ensuring that the measures set out in the joint strategy and action plan subsequently become reality, with the support of the European Parliament and under the control of the various applicable financial instruments. Here in this House we hope that the joint strategy and action plan will reflect the commitments made by the European Union, with due priority being given to the fight against poverty and to the Millennium Development Goals, particularly access to basic health care and education. We want joint measures to be included on controlling trafficking in small arms and light weapons, which are the true weapons of mass destruction in Africa, and also measures for the empowerment of women and civil societies in whom lies the force for change, peace and development which Africa so desperately needs."@en1
