"Mr President, there is one aspect of the budget that should be mentioned, and that is the money to be set aside for the common agricultural policy. The CAP, as it is called, has undergone numerous reforms in the last 15 years: the Mac Sharry reforms, Agenda 2000, and the decoupling of payments from production.
I should like to clarify one point: the governments of the Member States might not agree to any changes to the payments to be made under the CAP to farmers in Europe as a whole between 2007 and 2013. Indeed, in my country, Ireland, firm financial arrangements have been laid down for farmers under the agricultural policy to be pursued between 2007 and 2013. We know that agricultural policy is to be the subject of a health check, but not a general review. And the check will not cover the financial arrangements which EU leaders have made for farmers in Ireland and Europe up to 2013. I hope that this will be understood and that nothing will be left out; and that there will be no attempts at distortion, for it is vital for farmers throughout Europe that everything should be in order."@en1
