"... the average wage is less than EUR 500 per month, and the minimum wage is under EUR 280. The low wage level is a legacy of the socialist planned economy, and represents a distinctive form of state debt. In the past, instead of wages the state provided a great many things free or very cheaply, and health care, for instance, was even the subject of a constitutional guarantee.
Since 1990, the profit from unpaid wages no longer goes to the community, but to the employers. They are not obliged to use the extra profit for the common good. Services have a market price, but the wage levels have not changed. The beneficiaries of the situation are the state, the employers and the countries which welcome workers fleeing the low wages. The problem affects us as well, since there cannot be any other solution than for the new Member States to catch up quickly – for our cohesion policy to succeed – something that needs to be sped up further."@en1
