I welcome this report as an important follow-up to my report on the thematic strategy for the urban environment. I propose again that EU funding should be allocated and used by Member States in order to retrofit buildings and neighbourhoods. Member States should promote projects co-financed by the EU related to the development and modernisation of district heating. In this respect I should highlight that in an energy crisis, a switch to a different energy source is easier to achieve with district heating. Many unnecessary energy consumption can be prevented with the increasing of the environmental performance of buildings with energy-efficient house design: insulation, renewable energy use, green roofs, passive/active solar design, low energy houses, etc.
I recommend the development of a database for an EU-wide sharing of best practices in improving energy and water efficiency in buildings. In our Member States ten million of our citizens live in pre-fabricated buildings. It is our joint responsibility to improve their living conditions and to co-finance the rehabilitation of their dwelling sites."@en1
