This report is a first step in the annual budgeting procedure. It defines the strategic priorities of the European Parliament for 2008 and serves as a pointer for the Commission in preparing the draft budget for 2008. The report covers most of the major issues. It raises the issue of increased integration between the legislative works programme and the budgetary procedure, and underlines the need to respect the basics of the financial perspective for 2007-2013. In addition, the Members of this house have stated that during work on the budget for 2008, priority will again be given to the principle of a ‘results-based budget’, as was the case in the budget for 2007."@en1
