". We are opposed to decoupling production aid, which is the thrust of the Commission’s proposal on the reform of the banana sector. The Commission is seeking to end compensation for producers and to promote the liberalisation of the sector within the framework of the World Trade Organisation. Although the current arrangements are inadequate, we would prefer to keep them or to bring in a reform that actually addressed the problems faced by banana producers, concentrating on the outermost regions and the least favoured regions of the EU. We welcome the adoption of the amendments we tabled aimed, firstly, at keeping the system of annual advances for the entire period and secondly, at providing for the submission of an impact assessment report on the effect of the regulation on producers’ income. We are very disappointed by the rejection of the amendments that we tabled, which proposed firstly, a one-year transitional period for the regulation to enter into force and secondly that reference period for the calculation of aid date further back, from 2005 to 2004. We believe that the report improves on some substantial aspects of the Commission's proposal in proposing the partial decoupling of aid and the retention of aid for producers' organisations. Lastly, we object to the proposal to implement the system of decoupling aid to all other ‘non-reformed’ sectors."@en1
