lpv:translated text	"Madam President, Commissioner, I should like to thank Mr Mitchell and the coordinators, and to congratulate them for managing to assert, through shared moral values, the will of a directly elected Parliament, which they have achieved in part thanks to our support. Development cooperation must lead to development and not to stagnation. It must lead to the rule of law, to the development of a free economy and, in turn, to pluralism in decision-making and respect for human rights. As many countries in the world have shown, economic development is not in itself sufficient. The pursuit of economic openness and rapid economic development is not enough when, in the absence of the rule of law, there is political stagnation, a closed society, corruption and the usurpation of power. Economic development of this kind leads to serious political failures and security problems, and ends in terrorism. We in Parliament have at our disposal an instrument whereby we can place conditions on development aid, guiding and earmarking it so that criteria are properly met and genuine development is achieved. This instrument lays down precise financial conditions and provides for precisely controlled funding for development programmes, including those of non-state beneficiaries and local authorities. With everyone better off, it will be possible for Parliament to influence the final form of national strategic documents and to assess their implementation. Speaking as a member of the Executive Committee of the World Movement for Democracy, I welcome the possibility of promoting genuine democracy via our democratically elected Parliament. I should just like to promise that, in common with the other Members of this House, I shall make every effort to ensure that we work effectively in conjunction with the Commission and the Council to achieve development throughout the world."@en1
