"Mr President, my constituent David Wilson was jailed in 2003 because illegal migrants had hidden in the back of his lorry at a Greek port. He was charged and sentenced within 24 hours under a fast-track procedure, without sufficient legal advice, with a local shopkeeper as an interpreter, and without advice from the British Embassy. As he was totally innocent he was acquitted on appeal, but not before suffering the horrendous ordeal of months in prison far from his family and the permanent loss of his job. He never recovered from that and tragically took his own life last month. That tragedy would never have happened if the EU’s framework decision on procedural rights and criminal proceedings for people charged in other Member States had already been in force. That proposal would guarantee that anyone facing criminal charges abroad has access to their country’s consular services and is given qualified legal advice. That was all lacking in his case. I would urge the Council to get a move on and adopt that proposal as a matter of urgency."@en1
