"Madam President, perhaps there is an aim sometimes and in some contexts to do this. As the country to hold the presidency, however, we have tried to aim for an administrative structure that is as light as possible. With regard to the Fundamental Rights Agency, however, as I said at the start, there is positive consensus that it is necessary.
