"I welcome these proposals, which bring together the existing internal education and training programmes, allow for increased coherence and complementarity of Community programmes and should lead to more efficiency and flexibility in the Community's actions in the field.
These programmes have demonstrated palpable success over their lifespan and have contributed to the modernisation of the educational and training systems in Europe. As the new Integrated Programme is open to some third countries (Iceland, Liechtenstein, Norway, Bulgaria, Romania, Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Serbia and Montenegro, Switzerland), it has a huge potential for contributing to intercultural understanding.
The Integrated Programme is unfortunately, however, not open to all countries in the Union's neighbourhood. I believe that establishing and maintaining contacts with the peoples of the Union's Southern and Eastern neighbours through education and training activities is of crucial importance. I call, therefore, for the programme to be gradually opened to all countries covered by the EU's Neighbourhood Policy. I would also like to see the inclusion of the Erasmus Mundus programme in the Integrated Programme as of 2009, when the present programme has run to the end."@en1
