"I do not think it is a threat, but I acknowledge the risk of a diversion of energy and negotiating capacity. There are always choices to be made by different countries and negotiators as to what form of negotiation they prioritise – the multilateral or the bilateral. But I am entirely satisfied that, given the long-term nature of the negotiations we are entering into and the clear sequencing of the initiatives we intend to take, there are no circumstances in which I would permit our own negotiating effort and commitment to the WTO to be diminished or jeopardised by any pursuit of bilateral free trade agreements."@en1
