"Mr President, I have voted against the Graça Moura report on the grounds that, firstly, the approach underlying the 2007-2013 cultural programme, namely that cultural networks need subsidy only at their outset and become self-financing thereafter, goes against their non-commercial character and runs counter to the sustainability of support grants intended by the EU.
This cultural programme also formulates intercultural dialogue in abstract terms, so that this objective might well refer to anything or nothing, and transparency is therefore out of the question; that is another reason why I have voted against this report."@en1
