It provides an essential basis for the European Union’s work and partnership with our neighbouring countries to promote and assist political and economic reforms. Today’s vote follows a lengthy process of negotiations on many detailed and complex issues, which all sides approached in a constructive spirit. I am pleased to report that many significant amendments proposed by Parliament have been accepted. As a result, the regulation is more complete and more comprehensive. The amendments I have now tabled jointly with the shadow rapporteurs of the PPE-DE and PSE Groups reflect the common intention to secure a first-reading agreement. The normal legal-linguistic verification process should deal with any remaining textual variations on this basis. There are minor textual variations in Article 3.1 and in certain amendments. These are considered purely linguistic or technical and do not involve any point of substance."@en1
