lpv:translated text	"Mr President, ladies and gentlemen, with today’s decision, Europe has decided to invest in a cohesion policy that is rich in prospects, by allocating EUR 308 billion to objectives relating to convergence, social cohesion and the promotion of territorial cohesion. In the European Union of 25, 123 million people, equivalent to 27% of the total population, live in regions with a pro capita GDP of less than 75% of the Community average; of these, two-fifths live in regions belonging to the old Member States. Cohesion policy helps distribute the benefits of European economic development, by anticipating change and helping areas that are in difficulty, often for structural or geographical reasons. This cohesion policy helps limit the negative effects of globalisation. One can only support the recent reform of the Structural Funds, those crucial instruments of cohesion policy, because it leads to more efficiency, transparency and accountability. The management system has been simplified, with the introduction of differentiation and proportionality in the context of sound financial management, in line with the requests for simplification made by the main actors of cohesion policy: the Member States. The new reform is based on the Lisbon and Gothenburg priorities: employment and research, innovation and sustainable development. The intention has been to invest in human capital, innovation and the promotion of the knowledge society, entrepreneurship, environmental protection and other areas besides. There are, in fact, countless new elements, such as the creation of three new objectives: reducing the number of Structural Funds, strengthening the partnership, allocating more financial resources to islands and regions with geographical handicaps and protecting ‘phasing-out’ regions, which will soon no longer be eligible under the convergence objective."@en1
