"Mr President, the unification process within Europe is far from complete. Regions of the new Member States will continue to trail behind the ‘old Union’ in terms of their levels of economic and social development for many years to come. At the same time, as the European Union, we have to face the challenges of globalisation. This is why we urgently need to adapt our policy areas to a changing reality.
I welcome the fact that the European Social Fund, as the Commissioner reminded us, places emphasis on education and on doing away with inequalities in employment. It has also decided to invest in human resources, providing opportunities for disabled people. New regulations on funds – and funds have always given citizens grounds for optimism – will show that the Union can function effectively, even without a new Constitution, within the framework of the existing Treaties."@en1
