The Council takes decisions as a body and there was no such decision in that respect, which we regret. It is up to each Member State to disclose its position. We have to present the picture as a whole, which is why it would not be productive at this point to start naming individual Member States. It is a complicated issue and the position taken by each Member State would have to be explained in detail. I regret that it would not be useful to present specific names at this stage."@en1
