"We are of the view that the Council’s and Coreper’s meetings must be public when those organisations act in a legislative capacity. This is an important democratic principle if voters are to be able to hold elected representatives accountable. Unfortunately, the draft report contains a number of points in support of the adoption of the draft Constitutional Treaty rejected in the referenda in France and the Netherlands. We have tried to get the relevant parts removed from the report by requesting separate votes on precisely these points. Irrespective of the outcome of these votes, we wish however to vote in favour of the report as a whole since reforms relating to openness in the Council’s and Coreper’s work is a priority issue, and we wish to put pressure on the Council to alter its Rules of Procedure. We are, however, strongly opposed to the way in which, in the context of this important issue of openness, the European Parliament’s majority has interfered in the debate on the future of the Constitutional Treaty."@en1
