Mr President, ladies and gentlemen, Mr Morillon, you want to know whether the European Community is honouring the obligations it has taken on in international bodies, given that the Council has not yet adopted the proposal for a Council Regulation on management measures for the sustainable exploitation of fishery resources in the Mediterranean Sea.
In February 2005, the General Fisheries Commission for the Mediterranean, to which the Community belongs as a contracting party, adopted binding recommendations to improve conservation and management measures for the Mediterranean. These recommendations were incorporated in the Presidency's compromise proposal which was put to the 'Agriculture and Fisheries' Council at its meeting on 19 and 20 September last year. However, the Presidency realised at that time that, as it was clear during the discussions that there was insufficient support, it was impossible for the Council to reach political agreement on the proposal for a regulation containing technical management measures for the Mediterranean, including the General Fisheries Commission for the Mediterranean's recommendations. The Council is continuing its discussions on the proposal regarding management measures for the Mediterranean in close consultation with the Commission, and the Presidency intends to put the subject on the agenda for the Council meeting in April."@en1
