". I abstained on Article 6 of the Klamt report on a Community approach for managing economic migration because I believe that, although it is acceptable to allow Europeans and non-Europeans to vote in local elections, it is much less so to allow non-Europeans to vote in European elections. During local elections, all citizens who have lived in a European country for a given period of time – for example five years, like in Belgium – have to be able to voice their opinions on their living conditions, the way in which their towns are developed, their children’s education and so on. I should also like to see – again, like in Belgium – the right to vote granted to non-Europeans insofar as they make a solemn commitment to abide by what is laid down in the Constitution and in the laws of their host countries."@en1
