". Mr President, Mr Beaupuy is drawing our attention to the urban areas as driving forces in the development of countries and regions. Given the role of cities as development areas for knowledge and economic activity, it strikes me as useful to contemplate the specific impact cities have on attaining the Lisbon objectives. I am pleased that the rapporteur has devoted his attention to this issue. In addition, the rapporteur is right in pointing out that both the Commission and the Member States can each in their own way contribute to the development of cities: the Commission by monitoring the side effects general economic and regional policy have on cities, and Member States by drawing up development plans for their cities and urban areas. Although cross-fertilisation is necessary and possible in certain areas, this evaluation appears to be doing justice only to the fundamental powers of both Member States and the Commission. I can therefore warmly support his calls to the Member States for added consideration to urban policy, and warmly congratulate him on this fine report."@en1
