"Mr President, this debate is particularly important for the new Member States of the Union and especially for my country, Poland. To put it bluntly, any changes in the policy on providing equality of opportunity for poorer Member States must not have a negative impact on the new Member States. If the Union is to demonstrate solidarity and unity in practice, it must respond to the aspirations of its new members on the basis of existing principles. At the same time, this policy must take greater account of the needs of small and medium-sized towns and regions than has been the case in the past. To date, the tendency has been for metropolitan areas to receive the lion’s share of Union funds and resources. There is some justification for this, but it has meant neglecting smaller local government structures at a lower level, even though they were in even greater need of support. I fear that the proposed changes we have been hearing about this last year are aimed exclusively at extending the flow of funding to the poorer countries of the old Union. We have nothing against that, but at the same time we would like it to be possible to make use of all the existing opportunities and support for the new Member States. I have every confidence that the Commissioner will be the guardian of a Europe of equal opportunities within the Commission. I can assure her that she can always count on our support on these issues."@en1
