lpv:translated text	". One of the greatest and most complex challenges facing liberal democracies is international terrorism. Terrorism first and foremost targets our security, but it also fundamentally jeopardises our freedom. We must find ways of defending ourselves against terrorism and protecting our security whilst ensuring that our civil and human rights and our freedom do not fall victim as a result. Mr Duquesne’s report confronts this dilemma, and I congratulate him on this, because he knows that on the one hand, rapid and effective exchange of information is the key to this whole problem, while at the same time it is precisely due to this exchange of information that concerns arise regarding protection of personal data. In this regard, Mr Duquesne makes a very good suggestion – which I support – namely to set up a body to monitor developments throughout the whole process. But until we have put these new measures in place, we need to take as our standard, the statutory provisions prevailing in those countries, that provide the strongest protection of their citizens’ personal data. For the second time, we propose that countries which are not yet members, but are candidates for membership, should be involved in this exchange of information – at least let us consider their inclusion as an option – in other words, countries that will soon be members of the European family and neighbouring countries that are affected in this regard. Finally, we recommend and urge that the Member States of the European Union ratify the various international agreements and treaties relating to combating terrorism as soon as possible. Many Member States have unfortunately not yet ratified many of these international agreements and we therefore have no unified means at our disposal to fight terrorism effectively."@en1
