As you quite rightly said, we are currently financing twinning programmes with Bulgaria and Romania. In my view these have been one of the most efficient tools of technology transfer in institution-building and reinforcing administrative capacity. It is our intention to continue these programmes with Bulgaria and Romania, as well as when we start negotiations with Turkey, and once we make further progress with the countries in the Western Balkans.
In my view, twinning provides one of the best tools for providing know-how and transferring institutional knowledge to the candidate countries and potential candidate countries."@en1
