". The broad support for each of the 14 discharge processes as regards the Decentralised Agencies leads one to the automatic conclusion that their activities must have an end product. If so, there will in turn be a general improvement in the effectiveness of the EU’s activities. From the creation of the first agency, in the 1970s, until the most recent – the European Network and Information Security Agency, set up in March 2004 – the execution of specific tasks of a technical, scientific or management nature has effectively become visible, which was among the guiding objectives of their creation. We have drawn on the experience gained in order to find new methods and make improvements, both in terms of their integration and the transparency of their activities and in terms of enhancing complementary action, whereby the necessary resources are better organised and geared more efficiently towards achieving results and a communication strategy is devised to disseminate those results. These are some of the methods suggested in the report, to which I would add that we must scrutinise the day-to-day running of the projects and the actual relevance, effectiveness and efficiency of each agency model in terms of how it is implemented and of its contribution to Community policies."@en1
